Review


The Procurement Review will cover a sample of contracts financed from the proceeds of the credits/grants for the projects identified by the Bank:

  • The consultant will be required to select a sample of contracts from amongst the list of contracts awarded by the borrower and will obtain prior approval of the Bank for the same before commencing the Procurement Review.
  • The consultant should make visits to project sites & physical inspection of the goods & works procures as needed. Where appropriate, compare prices & quality with similar contracts financed in the country & the region & verified against international market prices for the items in question.


To cover systematically the various objectives and scope defined in the TORs the review should focus on the following main areas:

Compliance of the procurement procedures, process, documents, and decisions with the FA.

Timeliness of the procurement/contracting process and decisions including the Bank’s reviews (in case of Independent Procurement Review)

Compliance of the delivered goods and completed works and services with the requirements and specifications defined in the contract.

Cost effectiveness of contracts; and

Capacity of the concerned implementing agency (ies) in handling procurement efficiently; comment on the quality of procurement and contracting; review the capacity in contract management.

Guidance for bidders or the export community when preparing bids

Advice to Bidders/ Export Community in preparation of bids for submission in international funded projects in compliance with applicable procurement guidelines and procedures to improve the success rate.

LIE services

  • Review the status of obtaining necessary approvals, permits, licenses, environmental clearances etc. and comment on the adequacy of approval/ clearances.
  • Review, assist and advice about the progress of work on a quarterly basis vis-à-vis program of construction and milestone dates as per the relevant project documents.
  • Review of Contractor’s invoices, supporting documents and assessment of variation orders.
  • Monitor adherence to environmental regulations and report on any present/future risks that arise / may arise during project implementation.
  • Provide status of physical progress and financial progress achieved vis-a-vis projected physical and financial progress and reason for variance (if any) and in case of delay, advise Lenders on remedial measures for bridging the gap, on a quarterly basis.

CSR Impact Assessment

  • Based on its past consulting experience in various social sector/ rural & community development sector projects for International Financial Institutions (IFIs) and Borrower Governments/ Executing Agencies in India and overseas, GPCL developed a strategy to harness this potential opportunity in the CSR projects.
  • GPCL is empanelled with the following organisations for carrying out their CSR related activities such as impact assessment study, due diligence/ evaluation of proposals, need assessment / baseline study, etc.:

  • A leading premier financial institution appointed GPCL for developing and designing a Policy document on CSR. The Policy sets out guidelines for strategizing, planning, executing, monitoring and evaluation of their CSR activities.
  • Apart from the CSR Policy, certain related documents were also prepared viz. Note on Benchmarking of CSR activities of select financial institutions of the Government of India, an evaluation matrix of projects / activities proposed and format of Agreement with the Implementing Agency.

Inspection Expediting is a continuous process and is an extended arm of the Procurement Cycle to ensure the quality and timely delivery of goods and services. Project deadlines and schedules are increasingly calculated with less buffer time to absorb delays during production by sub-suppliers/sub-contractors. The expeditor oversees the placement of purchase orders for materials with vendors to ensure that materials are received and placed in production as planned and that the progress of manufacturing, assembly, testing and related activities are as per schedule. GPCL Deliverables includes preparation of detailed status reports, i.e., daily, weekly, etc., as per Clients requirement, to monitor and to update the progress.
